The Student Residence Management Regulations

Chapter 1: The general rules

Article 1 (Purpose)
The purpose of these regulations is to regulate the matters needed for the operation and management of the Student Residence (Hereafter to be called "the Student Residence") of the Ulsan National Institute of Science and Technology (UNIST) in order to provide a safe and pleasant residential and academic environment.
Article 2 (Definition)
In these regulations, by 'the Student Residence', it means the buildings, the site, and the attached facilities that are used for the residential purpose of the students of the Ulsan National Institute of Science and Technology (Hereafter to be called "the institute").
Article 3 (Supervision)
The Dean of Student Affairs shall supervise the Student Residence after receiving the orders of the President. The director of the Student Residence shall manage and supervise the Student Residence.
Article 4 (The requirements for the admission)
The admission into the Student Residence shall be limited to the students (Hereafter to be called "the residents") of the institute who have been admitted into the Student Residence after receiving the approval of the director of the Student Residence. Except, as long as it accords with the education or research purposes and there are no hindrances to the management, the director of the Student Residence can permit the use for a certain period to persons (Hereafter to be called "the special persons admitted") who are not the students living in the Student Residence.
Article 5 (The activities of the students living in the Student Residence)
① The residents shall promote the orderly and pleasant Student Residence life.
② The activities of the residents shall be permitted within the scope recognized by the director of the Student Residence.
Article 6 (The detailed rules for the students living in the Student Residence)
For the orderly cohabitation of the residents and the special persons admitted, the director of the Student Residence shall decide the detailed rules for the students living in the Student Residence by obtaining the approval of the President after going through the deliberations of the Steering Committee of the Student Residence.

Chapter 2: The Organization

Article 7 (The director of the Student Residence and others)
The students' Student Residence has a director and a supervisor.
1. The director of the Student Residence shall be appointed by the President from among the teachers above assistant professors. The term shall be 2 years, and reappointments are possible.
2. The supervisor shall be appointed according to the personnel affairs regulations of the institute.
Article 8 (The roles)
① By receiving the orders of the Dean of Student Affairs, the director of the Student Residence shall generally manage the matters related to guidance for the students living in the Student Residence and matters related with the management and operations of the Student Residence.
② By receiving the orders of the director of the Student Residence, the supervisor shall guide the students living in the Student Residence and assist the director of the Student Residence regarding the management and operations of the Student Residence.

Chapter 3: The Committee

Article 9 (The establishment)
In order to deliberate on the important matters related to the management of the Student Residence, the Steering Committee (Hereafter to be called "the committee") of the Student Residence can be established.
Article 10 (The organization)
① The committee shall be comprised of 7 or fewer persons, including the Chairperson.
② The Chairperson shall be the Dean of Student Affairs. The ex officio members shall be the director of the Student Residence, the head of the student Student Residence team, the head of the facilities team, and the autonomous chairman of the Student Residence. As for the other committee members, the President shall appoint them through the recommendation of the Dean of Student Affairs when needed.
③ There shall be a secretary in the committee, and the secretary shall be the supervisor.
Article 11 (The functions)
The committee shall deliberate each of the following matters.
1. The enactment, opening, and closing of the Student Residence management regulations and the detailed rules for the students living in the Student Residence.
2. The matters related to the criteria for the admission into and leaving the Student Residence.
3. The matters related to the Student Residence fees and rules.
4. The business plans, the budget, the settlement of accounts, and other similar matters of the Student Residence.
5. Rewards and disciplinary actions for the students living in the Student Residence (The reward points, the rewards, eviction. and disciplinary matters).
6. Other matters recognized to be necessary by either the Dean of Student Affairs or the director of the Student Residence.
Article 12 (The meetings)
① The meetings shall be convened by the Chairperson according to the need. The resolutions shall be made by the attendance of a majority of the registered committee members and the agreement of a majority of the committee members attending.
② The Chairperson shall be the Chairperson of the meeting. In case the Chairperson is absent, a committee member nominated by the Chairperson shall act as a proxy.

Chapter 4: Moving in and moving out.

Article 13 (The qualifications for being admitted and the time period)
① The residents can live in the Student Residence, in principle, for the period during which they are students of the institute. When the residential space within the Student Residence is insufficient, the director of the Student Residence may place additional restrictions on Student Residence admission.
② The residency period of special persons admitted to the Student Residence can be determined based on the request of the department to which they belong.
Article 14 (The restrictions on being admitted)
① To be admitted into the Student Residence, a student must not fall into any of the following categories, unless they have received special permission from the committee.
1. The person who is in the midst of a disciplinary action more severe than suspension from the institute because of the institute regulations.
2. The person who is in the midst of being restricted with regard to admission qualifications according to the decision of the Steering Committee of the Student Residence.
3. A person who has a contagious disease.
4. A person who is on a leave of absence from the institute.
5. A person whose conduct is poor.
6. A person who has not paid the boarding expenses before the deadline.
7. A person who has not yet submitted the various documents required for admission.
8. A person whose residency period has expired.
9. A person that the director of the Student Residence recognizes to be unsuitable for communal life.
② A person who has received the permission of the director of the Student Residence regarding these matters, excluding items 1 and 2 of Clause 1, can be admitted.
Article 15 (The selection of the students who will live in the Student Residence)
① The director of the Student Residence shall announce, beforehand, the qualifications for entry and the procedures for each semester. Any person who wishes to enter the Student Residence must complete the application during the announced admission period.
② The director of the Student Residence shall select the students who will live in the Student Residence after screening the applicants, and notify the people who have been approved.
③ The supervisor shall report the selection results of the preceding clause to the Dean of Student Affairs according to the academic schedule.
Article 16 (The admission registration)
① The person who has been selected must register the admission by submitting all required documents, including a medical examination certificate issued by a designated medical institution for the given academic year, by the date of moving in. Except, regarding the detailed matters related to the medical examination certificate, the decision shall be made by the director of the Student Residence.
② The person must also submit a written pledge regarding the admission by the date of moving in.
Article 17 (The room allocations and the changes)
① At the beginning of the semester, the rooms will be divided between undergraduate students and graduate students. For various reasons, such as because of an extension or an alteration of a facility, a change of the number of the persons accommodated, or a change of the management policy, Student Residence rooms may be reallocated during admission. In this case, the reallocation may be made through discussion with the person being admitted.
② The person being admitted may not change the room without getting permission first. In case he or she wishes to change the room because of an unavoidable reason, he or she must submit an application form to the supervisor's office and then receive approval.
Article 18 (The operation period)
Regarding the operation period of the Student Residence, the regular semesters and the seasonal semesters shall be distinguished. The Student Residence may be closed according to the management policies.
Article 19 (Leaving)
① A person living in the Student Residence who is required to move out because of the contract period, a reason pertaining to the admission restrictions, or any other reason must leave the Student Residence by going through the fixed procedure within 10 days after the date of the expiry of the resident. Also, additional fees will be decided by the Student Residence.
② Personal articles left within the Student Residence after the end of the supervisor’s office working hours on the day of leaving will be disposed of.
③ The fee charged to unauthorized residents will be the same as the fee charged to special persons. They shall vacate immediately. Except, in case the unauthorized person or a person who has permitted the situation of being unauthorized is an enrolled student at the institute, the restrictions on the entry may be made according to the decisions of the committee.
④ In case a resident who is moving out has not paid the fees in full, the Student Residence can request that the student be restricted from applying to the Student Residence again, for the restrictions on the issuance of certificates, that the student not be allowed to graduate or take a leave of absence, and other such requests can be made to the relevant department.
Article 20 (Rules and regulations)
① All people entering the Student Residence shall complete sexual violence prevention education and disasters preparedness education. He or she must abide by the detailed rules for the students living in the Student Residence and must do his or her utmost for the maintenance of the academic atmosphere and physical facilities within the Student Residence. When the rules of the Student Residence are violated, the supervisor can impose demerits corresponding to the severity of the infraction.
② The reward points and demerits shall be accumulated and managed for 1 year from being issued. Regarding the imposition of demerits, the detailed rules for the students living in the Student Residence shall be followed.
③ Regarding the rewards and punishments, disciplinary actions, forcible eviction, etc., the deliberation of the committee shall be followed.

Chapter 5: The facilities and safety management

Article 21 (The maintenance and the management of the facilities and equipment)
① In case the facilities or Student Residence equipment get damaged, the resident must take the measure of immediately repairing and reporting this. He or she must maintain the common use facilities and the articles in the best condition.
② The overall management of the public facilities, the household furniture, and the equipment shall be carried out by the institute and the BTL-operating company. Regarding the repairs of the damages or malfunctions that happen during use, the user shall pay for them.
Article 22 (Safety and health management)
The residents must always be careful so that accidents such as fires, explosions, collapses, etc. and health issues such as contagious diseases, etc. do not occur. When there is the worry of such accidents occurring, he or she must immediately report this to an emergency contact number, including the office of the supervisor and others of the like.
Article 23 (The responsibility to prevent burglary and losses)
The resident must do his or her utmost to prevent burglary and loss accidents. And he or she must bear the whole responsibility regarding incidents that take place because of the carelessness of people admitted, including the personal articles left in the public sections.

Chapter 6: Finance

Article 24 (Costs and fees)
Regarding the costs needed for the life as a student living in the Student Residence other than the facility costs for the Student Residence, the costs of the repairs of the facilities, and the costs for which aid has been received, the students living in the Student Residence shall pay for them based on the principle of payment by the users.
Article 25 (Boarding expenses)
① The boarding expenses shall be decided by going through the deliberations of the committee.
② It shall be made a principle that the residents shall pay for the boarding expenses before the date of moving into the room every semester by the process and the admission time period decided in Article 4 (The requirements for the admission). The payment deadline can be extended by permission of the Student Residence director because of a just reason.
③ When leaving in the middle of a semester because of such reasons as a leave of absence, the usage charge shall be refunded according to [Table 1] The standards for the collection of the boarding expenses and the standards for the refunds
④ In case the Student Residence is used for the common purpose of the institute the charges for using the Student Residence can be exempted by obtaining the approval of the Dean of Student Affairs.
⑤ The boarding expenses of special residents shall be separately decided.
Article 26 (The use of the boarding expenses)
① The boarding expenses shall be used as all the costs needed for the management of the Student Residence.
② In case the Student Residence account records a surplus, it can be used for the improvement of the Student Residence environment, for scholarships, for the welfare of the students living in the Student Residence, etc.
Article 27 (The budget and the settlement of accounts)
① For the project years, the fiscal year of the institute shall be applied. Except, for the BTL Student Residence, the BTL project years shall be applied.
② The BTL operating company must write a written plan related to the maintenance, management, and operations before the 60th day after the beginning of each BTL project year and then submit it to the President.
③ Regarding the matters related to the execution of the budget, including the incomes, expenditures, etc. not clearly stated in the BTL agreement and other matters related to the management of the Student Residence, the President can make unilateral decisions.
Article 28 (The application of the regulations)
For matters not clearly stated in these regulations, the decisions of the committee shall be followed.

Chapter 7: The other matters

Article 29 (Operation during the vacations)
During the vacation time periods, use can be made of the Student Residence according to the BTL enforcement agreement as long as there are no hindrances to the admission of the students of the institute. Use of the Student Residence for education, research, etc. at the institute, takes priority over other uses.
Article 30 (The welfare of the handicapped)
Facilities and all the requirements for the convenience of handicapped residents shall be established.
Article 31 (The autonomous activities of the residents)
For the collection of the opinions of the residents and for the autonomous activities of the residents, the director of the Student Residence may permit or support the autonomous activities of the residents.

These regulations shall be enforced from the date of the proclamation.

These regulations shall be enforced from the date of the proclamation.

The Supplementary Provision (January 12, 2014)

Article 1 (The date of enforcement)
These regulations shall be enforced from March 1, 2015.
Article 2 (The interim measures)
Regarding the matters handled prior to the enforcement of these regulations, it shall be considered that they have been handled according to the regulations.
